Dublin, uniquely within EU capital cities, is the only city that does not have a mayor with substantial executive management powers. Almost half of EU capital cities have mayors directly elected by citizens with the remaining fifty per cent of cities electing executive mayors via city or municipal councils.
Following the Citizens’ Assembly report into a directly-elected mayor in 2023, the topic remains an important subject for the effective development and governance of Dublin City. Limerick is about to have Ireland's first election for a directly-elected city mayor.
The ULI Ireland Big Debate brings together experienced leaders on the subject to discuss and debate the merits and challenges of a directly-elected mayor. It will consider what the office of a directly-elected mayor might look like and the challenges it would face.
